The Emperor instructed the ministers of the Chief Military Command, saying: "As it is possible to communicate with the yi along the sea routes, I prohibited such intercourse. Recently, it has been heard that Li Xing and Li Chun, commanders of the Xing-hua Guard in Fu-jian, have privately sent people across the sea to engage in trade. How is it that other coastal guards do not know of this? If the prohibitions are disregarded, the people will all be bewitched by profit and will eventually be subject to punishment. You are to send people to instruct them and to punish the offenders in accordance with the law."
