Imperial orders of severe castigation were issued to the Rong-chang Earl Chen Zhi, assistant regional commander of Jiao-zhi, and the Commissioner-in-chief Fang Zheng, charging them with the crime of being tardy in achieving success and thereby assisting the bandits. They were ordered to correct their mistakes and make greater efforts. They were also ordered to send the Commissioners Shi You and Zhang Xiong back to the capital in fetters, as the investigating censor had advised that they had frequently engaged in avaricious, cruel and improper activities.
