Zhou Ao, the former administration commissioner of the left in the Yun-nan Provincial Administration Commission, and Ge Hui, assistant surveillance commissioner in Shan-dong, were removed from their posts and made commoners. During the Yong-le reign (1403-24), these persons had been banished to Jiao-zhi as ungraded officials for involvement in crimes. At this time there was an amnesty and they returned to the capital, where it was appropriate that they be employed. However, the Auxiliary Ministry of Personnel advised that they were not honest. This order was thus issued.
