Li Guan, assistant surveillance commissioner in Yun-nan, was promoted to administration vice commissioner of the right in control of the affairs of Guang-nan Prefecture. Previously, the Qian-guo Duke Mu Bin had advised that Guang-nan bordered Jiao-zhi and the Nong people were wild by nature, given to uprisings, feuding and killing, and difficult to pacify and govern. Guan had been firm and energetic in his actions and the yi had been awed into submission. It was thus requested that his promotion be considered, and that he be given the affairs of the prefecture to handle. This order was accordingly issued.
