Previously, the Qian-guo Duke Mu Bin had advised that Guang-nan bordered Jiao-zhi and the Nong people were wild by nature, given to uprisings, feuding and killing, and difficult to pacify and govern. Guan had been firm and energetic in his actions and the yi had been awed into submission.
