Shang Zhou-zuo, supreme commander of Guang-dong/Guang-xi, memorialized: "The Zuo Subprefecture and Jiang Subprefecture native offices [in Guang-xi] are being daily harassed by the Jiao yi. The defences should be examined. It is proposed that the Nan-ning/Tai-ping Regional Commander post be abolished and that a Commandant post be established in its stead." The memorial was sent to the Ministry of War.
