Dao Luo-gai, a native-official pacification commissioner in Yun-nan memorialized: "The Nan-ning Earl Mao Sheng and the Teng-chong battalion commander Lin Yu (Alt: Lan Yu) have forcibly occupied the stockades and fields in the area of Zhao-bie, divided the people into farming households and levied taxes in silver, grain and other goods. This has forced the people to flee." The memorial was sent to the Ministry of Revenue which re-submitted a memorial requesting that the officers of the Yun-nan Regional Military Commission, Provincial Administration Commission and Provincial Surveillance Commission and the regional inspecting censor be required to go to this place and carry out a fair investigation, and that those fields and stockades which had been occupied be all handed back. They also requested that the involved officers Mao Sheng and Lin Yu (Alt: As above) be immediately arrested and investigated. This was approved.
