The Ministry of Personnel re-submitted a memorial from Gu Jiu-shi, chief supervising secretary in the Office of Scrutiny for Personnel: "In Yun-nan, after the man and the yi had begun to offer tribute, the Vice Commissioner Chen Yan-zhi made errors in in his governance, producing a situation whereby Meng-mi used its strength to swallow the weak and pillaged without fear..... They have all committed crimes. They should be appropriately investigated and punished so as to demonstrate discipline." The Emperor said: "In future, the grand coordinators and regional inspectors are to recommend those able persons subordinate to them who are suitable for employment on the border. They are to clearly detail these persons in their recommendations so that preparation for their employment can be made."
