Previously, Yun-nan had advised of the Ava-Burma troubles. The Ministry of War had proposed ordering Mu Chang-zuo and his son to deploy their forces in eliminating the enemy. At this time, in accordance with a proposal by the grand coordinator, both Qian Zhong-xuan and Zhang Xian-sheng of the regional military commission were appointed as assistant generals, the Associate Administrator Yao Yun-sheng was appointed as army-inspecting censor and the Assistant Regional Commander Wang Yi-lin was ordered to carry his crimes and realize achievements. The nearby native offices were advised and instructed to spur on the native and Han government troops to rouse themselves and kill the bandits. Further, the grand coordinator and the regional inspector were ordered to handle matters as the circumstances dictated, in order to ensure the maintenance of overall security.
