The Guang-xi Regional Inspector Huang Ji-xian memorialized: "Annam has been rebellious and unpredictable, but its leaders can, in the end, be restrained. They are different from the Japanese and the lu. It is requested that the time limit be extended and that another investigation be carried out. We could perhaps keep them on a loose rein, be mildly lenient while retaining dignity, and await the right opportunity. If a demonstration of majesty is necessary, the generals should be ordered to despatch the army, the situation should be assessed and the strategies decided." The memorial was sent to the Ministry of War.
