The Ministry of War re-submitted a memorial from the Fu-jian Grand Coordinator Xu Xue-ju and others, noting: " The `red fan' have burst into the inner seas. We should make arrangements by which to expel them and clean up the coastal borders. The evil persons such as Pan Xiu and Zhang Yi, who enticed them should all be investigated and punished." The Emperor said: "The `red-haired fan' have suddenly come without cause. They are wily pretenders and are unpredictable. Ensure that they are firmly rebuffed and return to Luzon. Also firmly make clear the instructions noting that evil persons are forbidden from inducing trouble and harming the merchants and people. Pan Xiu and so on are to be investigated and punished in accordance with the law."
