The Ministry of Rites memorialized: "We have sought out those persons who are well-versed in calendrical matters...The Da Xi-yang ministers who have come to the Court's allegiance, such as Pang Di-e and Xiong San-ba brought various calendrical books from their country. These can be used in measuring, testing, calculating astronomical events and investigating full details of these matters. In accordance with the precedent of the 15th year of the Hong-wu reign (1382/83), when Li Chong and Wu Bo of the Han-lin Academy and Hai-da-er, the director of the Cloud Terrace (雲臺), under this directorate, were ordered to compile a Western region calendar, we should have those from Da Xi-yang, together with Xu Guang-qi, translate the various calendrical and calculation books from Da Xi-yang. Then, together with other outstanding ministers, they should edit and revise these works..." The matter was shelved (留中).
