The Ministry of War memorialized: "[Mo] Fu-hai, the grandfather of the Annam Commander Mo Mao-qia had initially requested Imperial orders, and then by his dying commands had appointed [Mo] Hong-yi to temporarily take on the handling of affairs. However, Hong-yi died before he could inherit the post. Now, his son [Mo] Mao-qia has earnestly advised of the situation and submitted a request to be allowed to inherit the post of Commander and that Imperial orders be issued to make known the transmission of rule. It is thus proposed that the request be approved and that the envoys take back the orders, so as to comfort those in the distance with devoted and submissive hearts." This was approved.
