Imperial orders were sent to the Chu Prince and the Shu Prince, requiring that they each despatch 1,000 escort guard infantrymen. In addition the Fu-jian, Guang-dong, Yun-nan, Gui-zhou, Si-chuan and Hu-guang Regional Military Commissions and the various guards of the Southern Metropolitan area were required to select and deploy a total of 15,000 cavalry and infantrymen. These forces were to proceed to Jiao-zhi to eliminate the rebellious bandits. The Guang-xi Regional Military Commission was also ordered to select and deploy, from Si-ming, Tian-zhou and other prefectures, 3,000-plus native archers and have them await the expedition, so that they could act as guides. In addition, Imperial orders were sent to Laos forbidding it from giving shelter to the rebels.
