The Emperor spoke to the officials of the Ministry of Rites, saying: "The Emperor occupies the central position and cherishes and governs the 10,000 countries. He is as great as Heaven and Earth and there is nothing that he does not cover or support. Those distant people who have attached themselves are all comforted and soothed and thus others wish to follow them. Recently, the Muslim Ha-zhi and others of Xi-yang (Alt: of the Western Ocean), who were in Siam, heard that the Court's envoy had arrived and followed him and came to the Court. It is pleasing that the distant yi know to respect China. Now I am sending them home. You, Ministry of Rites should give them a permit so that they can pass by the officials without hindrance. From now on, all the people of all fan countries who wish to enter China are allowed to do so."
