The Ying-guo Duke Zhang Fu, regional commander of Jiao-zhi, forwarded the names of those persons who had surrendered, and he requested that he be allowed to appoint them to posts. It was Imperially ordered that Fu assess things in accordance with the situation and, on the basis of whether these people's achievements were major or minor, to appoint them appropriately. Subsequently, he was to record details and advise of them. It was noted that in normal times, this was not to be used as a precedent. Similar Imperial orders were also sent to the Qian-guo Duke Mu Sheng.
