The Ba-zhai Chief's Office was established under the jurisdiction of the Yun-nan Regional Military Commission. The native ruler Zhe-ning was appointed as deputy chief. At this time, Zhe-ning had come to Court and requested the establishment of an administrative office through which he could rule his people and annually offer 15 (Alt: 50) head of horses. This order was thus issued.
