Imperial orders were sent to the Feng-cheng Marquis Li Bin, regional commander of Jiao-zhi, as follows: "I have ordered you to pacify the region. You are to punish those who have committed crimes and reward those who have realized achievements. You mu st be fair in this, for only thus will it be possible to gain the submission of the people."
