The Auxiliary Ministry of Personnel advised: "When the officials of the Jiao-zhi Provincial Administration Commission and its subordinate prefectures, subprefectures and counties proceed to the capital, a limit for their period of travel should be fixed. For those who are proceeding to the capital to present their service records on the completion of their 9-year postings, 15 months should be allowed. For those returning on the death of a parent or to take up a former post, 10 months should be allowed. Using more than these periods for travel should be considered to constitute an offence." The Emperor ordered that those proceeding to the capital to present their service records be allowed a further three months.
