In Guang-xi, Ping-xiang County was established under Si-ming Prefecture, with the native official Li Sheng being appointed as the county magistrate and provision being made for a circulating-official establishment of one clerk. Initially, Ping-xiang had only had a police office and Sheng had been the police officer of that office. At this time, it was advised that the place bordered Annam and the people, being content in their occupations, had repeatedly asked that the police office be changed to a county to facilitate maintenance of the peace. This was approved.
