Imperial orders were sent to the Vice Commissioner-in-chief and "General for Subduing the South" Han Guan; the Assistant Commissioner-in-chief and Deputy General of the Left Huang Zhong; and the Assistant Commissioner-in-chief and Deputy General of the Right Lu Yi. The orders read: "Hu Di of Annam has now sent his envoy to escort Chen Tian-ping, the grandson of the former king, back to his country, so that he can serve him as his lord. I promote sincerity in my treatment of all and thus I am especially sending him to you. You are to select 5,000 troops, appoint Huang Zhong and Lu Yi as their generals and have them await the arrival of Tian-ping. They are then to escort him back to his country. It is important that they carefully take the circumstances into account and progress or retire in accordance with them. They mu st not take things lightly!"
