The Shu Prince Chun was ordered to select 5,000 cavalry and infantry troops and the Yun-nan, Gui-zhou and Si-chuan Regional Military Commissions were ordered to select 70,000 cavalry and infantry troops. These troops were to be placed under the command of the Xi-ping Marquis Mu Sheng and were to proceed to Yun-nan to be trained and await the expedition.
