The Xin-cheng Marquis Zhang Fu, regional commander of Jiao-zhi, and others, memorialized requesting that, apart from the seven guards which had already been established, 5,600 further troops be deployed and that the Jiao-zhou Rear Guard be established. He also requested the establishment of the Zhen-yi and the Liang-shan Guards and the establishment of a further 15 battalions, noting that this would require the despatch of an additional 22,700-plus official troops. These requests were all approved. Imperial orders were conferred upon him. They read: "You are the supreme commander. In handling all the border affairs, act humanely, enquire into the state of affairs and do what has to be done. Take the famous ancient generals as your model."
