Liu You-nian, an assistant surveillance commissioner in Jiao-zhi, advised: "Many of the various subprefectures previously established in Jiao-zhi were not in touch with the people (多不親民) and attached counties were established in surrounding areas to handle the affairs of the people. It is requested that, like in the inner territory, subprefectures administer the people and that the attached counties in surrounding areas be abolished." This was approved.
