The Guang-dong Regional Military Commissioners Hua Ying and Cheng Chang were removed for having committed crimes. Formerly, Ying and so on were to accompany the expedition against Jiao-zhi. However, they were fearful and did not advance into Jiao-zhi. They bribed the Qing-yuan Earl Wang You and detoured, returning back through Qin Subprefecture. At this time, the affair came to light and it was appropriate that they be executed. However, the Emperor, considering their former achievements, especially pardoned them from death. They were despatched to Jiao-zhi to accompany the expedition so that they could realize achievements and atone for their crimes.
