The Ministry of Personnel advised: "Next year, the officials from throughout the Empire are all supposed to come and have an audience with Your Majesty. As Jiao-zhi is newly-attached, it is appropriate that just the senior officials of the provincial administration commission and the provincial surveillance commission be ordered to come to Court, while the others remain at their posts to handle affairs and keep the distant people at peace." This was approved. Orders were sent to the Ministry of Rites (Alt: Ministry of Personnel) noting that all those commanders who were guarding the border regions and were due to come to Court, were to remain at their posts and were not required to attend the Court.
