It is requested that Hou Zhen, battalion commander of the Jin-chi Forward Battalion, act as controller of the pacification office seal and that Xian Die, a member of the native-official family assist him. Also, the Si-gang, Zhao-gang, Zhao-ba, Tao-meng and the various yi peoples should be instructed to obey his orders and provide taxes and labour." The Ministry of War submitted the proposal and it was approved.
