The Shi-ba Zhai Independent Battalion and the Nie-zhao and Ge-ni police offices were established in Yun-nan, with a civil establishment of one clerk and two police officers, and a military establishment of three battalion commanders, three battalion vice commanders, two judges, 12 company commanders, 500 government troops and 300 locally-trained defenders (操偹). They were also provided with a total of 3,413 shi, one dou and six sheng as both seed grain and grain stores. Apart from the original amount, a further amount of 123 shi, three dou was to be provided each summer and autumn. These places were strategic for the yi and thus these police offices were established in accordance with a memorial from the grand defender and grand coordinator.
