Zhang Pu, regional inspecting censor of Yun-nan, memorialized: "Jin-chi and Teng-chong are in a distant little corner. However, in addition to establishing an assistant regional commander's post, a eunuch grand defender has also been sent there. The costs of such arrangements are not insignificant. It is requested that the Eunuch Director Cui He and the Commander Mu Song be removed and that this area be managed by an official solely responsible for military defence, so that the border people can be relieved of their difficulties." The request was refused by Imperial command. It was only ordered that He and Song be instructed to devote themselves to soothing and showing sympathy to the troops and civilians, and not be corrupt or tolerate things which disturb or harm the people.
