The area of the Ba-zhai Chief's Office in Yun-nan had silver mines, and the family members of the government troops of the Yun-nan Left Guard and the Lin-an Guard often took military weapons and, in groups, privately mined them. The regional inspecting censor advised of this. The Emperor ordered the regional commander and other officials to make prohibitions against such activities publicly known. He also ordered the regional military commander and provincial surveillance commission to each send senior officials to make plans by which to soothe and instruct the people, and have them return to their occupations. Those who persisted in their foolishness were to be seized and punished.
