The Fu-jian Provincial Surveillance Commission memorialized: "The escapee prisoners Chen Wan-ning, Zheng Li-ye, Guo Qian-xiao and Zheng Ben-cheng from Zhang-zhou Prefecture were previously being sent to the capital for having privately gone to fan lands, but along the route they escaped. Later, in accordance with the Imperial orders, they gave themselves up and accompanied the force proceeding to kill bandits. Now, in Long-qi County, they have realized achievements in killing bandits. Should they be pardoned or not?" The Emperor said: "The Court spreads grace to demonstrate its great sincerity. Wan-ning and the others have killed many bandits and all are pardoned their crimes. Also, for their achievements, they are all to be promoted to deputy police officers and ordered to achieve the negotiated pacification of criminals and others along the coast. All those who give themselves up and return to their occupations will be pardoned their crimes in accordance with the provisions of the proclamation."
