The officials of the Auxiliary Ministry of War advised: "The Yun-nan Regional Inspector and other officials have memorialized that the rebellious bandit Si Ren-fa has sent people to attack Jing-dong Prefecture and they have engaged in plunder in the area of Meng-ding, killing over 1,000 persons, including the Da-hou Subprefecture magistrate Dao Feng-han and taking Meng-lai and other stockades. Also, the Meng-lian Chief's Office and other areas have all surrendered to him. We should order the grand defender, regional commander and such officials to drill the troops under them in accordance with the patterns and we should send people out on patrol to reconnoitre and find out where this bandit is attacking and plundering. When the opportunity arises, the bandit should be pursued and eliminated. There must be no indolence or carelessness as that will affect the overall plans." This was approved.
