Imperial orders were sent to the Yun-nan Regional Commander and Vice Commissioner-in-Chief Mu Ang, as well as to the Yun-nan Regional Military Commission and Provincial Surveillance Commission and the regional inspecting censor. The orders read: "Imperial orders of instruction have been sent to Lu-chuan providing them with an avenue by which to change their ways. If they are able to repent their past crimes and incline towards culture, memorialize immediately. You must treat well all those external yi who have come to allegiance and show them sympathy, so that none of them feel out of place."
