In Da-li Guard, Yun-nan, five forts were established at Xia-guan, Zhi-sha, Mu River and other places. Further, a police office was established at Mi-du Town in Zhao Subprefecture. Seals were cast and supplied to each of these offices. These arrangements were made in accordance with a request by the Jing-yuan Earl Wang Ji.
