Pan Ci, the former Jiang-xi Administration Vice Commissioner, was demoted to head of the Zhe-jiang Bureau in the Ministry of Justice. Ci had initially been involved in an offence and had been exiled to Jiao-zhi as an ungraded official. After a short time, there was an amnesty and he returned to the capital. This order was accordingly issued.
