Because of unusual natural portents in Si-chuan, the Ministry of Rites memorialized on five matters: ".... 4.... Recent regulations have stipulated that when tribute envoys from the various overseas countries to the South are returning, it is not necessary to send officers to accompany them. However, if the original interpreters have other matters to handle, if the yi persons make repeated representations and if this Ministry considers that the situation warrants it, a memorial should be submitted requesting permission to send a Messenger to accompany the envoy on that occasion..." The Emperor said: "....Memorialized requests to send Messengers on specific occasions will be considered on their merits..."
