The Censor Cui Qi-guang submitted a memorial of impeachment accusing Cheng Zai-yi, the vice commissioner of the Zhang-nan Circuit, of allowing the Vice Commissioner Zhang Jia-ce to accept 30,000 jin from the "red yi" in return for permitting them to trade at Peng-hu.
