The Yun-nan Regional Inspector Pan Jun memorialized: "From the 13th year of the Jia-jing reign (1534/35), Yun-nan was required to offer annually [to the Court] 2,000 liang of gold in tribute. In the 21st year of the Wan-li reign (1593/94), a further 3,000 liang was added to this requirement, making a total of 5,000 liang...For every liang of gold, it has been necessary to expend 10 liang of silver...It is requested that Yun-nan be exempted from the submission of tribute gold, or that the amount be set in accordance with the requirement of the early years of the Jia-jing reign, in order to alleviate the whole of Yun-nan from its difficulties."
