It was ordered that Hu-guang be exempted from sending grain for the Southern expeditionary army. Previously, the Auxiliary Minister of Revenue Xia Yuan-ji had memorialized that the Vice Censor-in-chief Li Su should be sent to Hu-guang to supervise the transport of grain to Guang-xi to supply the various southern expeditionary armies. At this time, the Emperor spoke to Yuan-ji, saying: "Only yesterday I remembered that last year Hu-guang had a drought and that the people are impoverished. In arranging the ration grain for the expeditionary army, have the officials of nearby areas in Guang-xi and Guang-dong supply them from their grain supplies.
