Chen Jin, grand coordinator of Yun-nan, memorialized: "Yun-nan is 10,000 li in the distance and Jin-chi/Teng-chong is even more distant, close to the external yi . The Eunuch Director Wang Ju caused trouble and disturbance there and later Ji Qing continued such actions. The oppression and harm which they brought to the people was extreme. The grand coordinator and other officials memorialized requesting that the post be abolished and an order was issued approving this. Now, the Vice Director of the Left Sun Xu is being sent to replace [Ji Qing]. Those who have heard of this are fearful and think that the area will see a resurgence of the troubles. Also, it is not far from Jin-chi/Teng-chong to the provincial capital. There, the Eunuch Director Liu Chang, grand defender of Yun-nan, keeps things at peace, the Qian-guo Duke Mu Kun, regional commander of Yun-nan, keeps things in order, while I and the regional inspector restrain things through the law. This is sufficient to control the various yi and to keep the border areas at peace. If another grand defender is appointed, it will be excessive. If Sun Xu is sent there, even if there is no oppression of the people, he will still have to be provided with daily needs and this will certainly trouble the people. If he does impose heavy demands and taxes, the military personnel and civilians will indeed flee and the border peoples will engage in rebellion. It is requested that, as previously Imperially-ordered, the post be abolished." The Ministry of War re-submitted the memorial. It was not approved.
