The Investigating Censor Liu Hong, regional inspector of Yun-nan, memorialized: "Recently, many official despatches from the country of Annam have been sent through Lin-an, as though this were the normal route. Further, the patrolling defence personnel have taken it upon themselves to receive the despatches, as though they were no different to couriers. The border defences are not being strictly maintained and there is nothing more serious than this." The Ministry of War re-submitted the memorial and impeached the Vice Commander Commandant Lu Qing and the Military Defence Circuit Vice Commissioner Xie Bing-zhong of not firmly instructing their subordinates and for failing in their defence arrangements. It was ordered that Qing and so on be arrested and investigated. It was also ordered that in future all official despatches from Annam were to come via the old route through Guang-xi, and that the officials on the Yun-nan border were not permitted to receive or forward such despatches.
