The Vice Commissioner-in-chief Mu Zan, regional commander of Yun-nan, and others memorialized: "The native-official Han Luo-fa from Mu-bang and native officials from other places have gathered their troops, engaged in rebellion and repeatedly attacked Long-chuan and such places. It is desired that the 8,000 government troops who were formerly transferred to defend Gui-zhou be sent back to provide defence." The Ministry of War advised: "The transfer of the government troops in order to provide defence has already been decided. It is difficult to allow them to return." The Emperor said: "Matters differ in their urgency and we cannot treat all situations in the same way. The bandit situation in Yun-nan is urgent. Thus, I am especially instructing that half of the troops are to be transferred back, so that we do not have two problems."
