It was Imperially commanded that the military commander of Guang-dong/Guang-xi coordinate with the grand coordinators of Fu-jian and Zhe-jiang in eliminating the fugitive bandit Lin Dao-qian and others. They were not permitted to make excuses or stand by and simply watch, as to do so would result in harm being brought to the localities.
