The Ministry of War re-submitted a proposal by the Supervising Secretary Cai Ru-xian and others of the Office of Scrutiny for War as well as by the Censor Zhang Shou-yue, regional inspector of Guang-dong. It read: "The pirate Lin Feng has again harassed Chao-zhou and Hui-zhou, anchored his ships at Qian Bay and is now seeking negotiated surrender. A joint despatch should be sent to the Guang-dong/Guang-xi Military Superintendent Yin Zheng-mao and the Fu-jian Grand Coordinator Liu Yao-hui requiring them to strictly supervise the government troops in combining to eliminate the pirate, and noting that they are not to cling to empty talk about defended regions (信地) or hollow words about negotiated pacification. Those commanders, including Hu Zhen and so on who made mistakes, should be leniently instructed to carry their crimes until they kill the bandit. After peace returns, the cases can be finally decided." This was approved.
