Wei Yang-meng, vice minister of the left and acting head of the Ministry of War, re-submitted a memorial from the Zhe-jiang circuit commander on achievements and transgressions in defending against the Japanese. Previously, the Assistant Censor-in-chief of the Right Liu Yi-kun, grand coordinator of Zhe-jiang, memorialized..... At this time, the Ministry of War memorialized: "Along the coast of Zhe-jiang, the most important areas for defending against the Japanese are the three areas of Wen-zhou, Tai-zhou and Ning-bo. The two islands of Ji-long and Dan-shui are directly facing Nan-ji, and there must be a tight guard mounted at Nan-ji day and night...."
