An envoy was sent carrying Imperial orders of instruction for Zhan-ba Di-lai, the king of the country of Champa. The orders read: "You have repeatedly memorialized that you have been attacked by Annam. I have thus sent persons to issue instructions to them, ordering them to cease hostilities and look after the people. The Annam king Hu Di has now admitted erring and advised that he will not again dare to infringe into your territory. If a person is able to correct a mistake, it should not be seen as a mistake. You should pay attention to maintaining harmonious relations with your neighbours and to protecting those under you."
