Imperial orders were sent to the Commissioner-in-Chief Mu Ang, grand defender of Yun-nan, as follows: "Your memorial has been received. The planned arrangements for the expeditionary force and the transport of grain are appropriate. The Commissioners-in-chief Wu Liang and Ma Xiang have already been ordered to select and mobilize 50,000 troops from Hu-guang, Gui-zhou and Si-chuan and in the eighth month (Sep/Oct 1439), they will all meet in Yun-nan. You, minister, are to supervise the transport and storage of grain and will await them. You must ensure that the people are not troubled and that the grain rations are sufficient, in order to fulfil your commissioned task."
